Evaluating Policy Readiness: A Comparative Analysis of Romania's Marine Protected Areas Policies within the European Union Framework

Natasa

Maria-Nataşa Văidianu
Researcher

This study undertakes a comprehensive comparative analysis of Romania's marine protected areas (MPAs) policies, examining their alignment with European Union (EU) norms and evaluating the implications for social and ecological justice. By employing a Policy Readiness Tool adapted to the Romanian context, the research evaluates the legislative frameworks, implementation strategies, and outcomes of Romania's marine conservation efforts. The analysis intends to reveal critical insights into the strengths and weaknesses of Romania's approach relative to EU standards, by identifying key areas of divergence and convergence. Furthermore, the study assesses the potential impacts of these policies on both social equity and ecological sustainability. Through this detailed comparison, the research aims to provide actionable recommendations for enhancing the effectiveness and fairness of marine protection policies, thereby contributing to more robust and equitable environmental governance within the EU.

Media framing can affect the public’s opinion and the policy debates in a particular society. Investigating media framing of marine and coastal policies in Romania can contribute to a broader understanding of the linkage between media and marine policies. This paper will analyze the media frames of marine policies in Romania from 2000 to 2023 using articles in two national and two local newspapers. News reports and different articles will be collected and coded for a thematic analysis. It is expected that national and the local newspapers will present different framing patterns, with local newspapers being more supportive while the national newspapers being be more critical of how these policies are presented

This study focuses on evaluating the complex interplay between marine conservation and socio-economic factors in vulnerable coastal communities on a global scale. The main research question is how MPAs impact socio-economic parameters such as population density, GDP per capita, the Human Development Index, migration, unemployment, and demographic changes. The goal is to identify trends and correlations, develop indices like a sensitivity/vulnerability index, and assess the effectiveness of MPAs in improving or harming the socio-economic well-being of nearby communities. The study will also explore regional groupings, policy effects, and the influence of MPA management practices on these outcomes.
